The document is a large-format sheet, written in ink with a pen by Ndre Mjeda, and preserved in AQSH. It has no date, but on the basis of indirect evidence it must have been drafted by Mjeda in 1923. The autograph manuscript of Ndre Mjeda is part of the “Internal Regulations of Parliament” (Second Chapter), which was approved by the Albanian Parliament and later published as a separate pamphlet by the Nikaj printing house in Tirana, in 1923. In this booklet, Mjeda’s work is included on pages 3–4. The manuscript contains 12 provisions, named, beginning with article 40 and going up to article 51. Meanwhile, in the booklet “Regulation of Parliament,” Mjeda’s work is included in articles 4 to 15, which define the law for forming the commission for reviewing the elections of deputies as well as its functioning. The problem of drafting a regulation that would govern the work of the Albanian parliament had arisen in the very first days of its existence. On 29 April 1921 Fan Noli discussed the Albanian parliamentary rules with Justin Godart in Tirana. Nevertheless, the work of drafting and approving it dragged on for about two years.
